    Yasmin Coovadia Development Consulting PTY (Ltd), Registration Number 2006/00328/07, is a 100% black female owned company that commenced business in July 2010 providing professional consultant and advisory services on:-
    • Development Planning specialising in Housing Development
    • Public and Municipal Financial Management, specialising in Revenue Management
    • Advisory and Consulting on Data Integrity, Planning & Management

    The professional services are based on the career and experience of the sole director and shareholder of the company, Yasmin Coovadia.  Yasmin is a Town and regional planner by profession with a Master’s degree in Town & Regional Planning (coursework completed Dec 1991; dissertation completed Dec 1995) from the University of Natal, Durban and a B.A (1989).  Her competency is based on approximately 20 years knowledge and experience of development in respect of public and municipal legislation, policies, systems and by-laws.  Approximately 7 years of this experience was gained in housing and development as a member of senior management in government between 1996 and 2003; another 8 years’ experience was gained working in the private sector in companies that provided niche financial services to government; 4 years’ experience was gained during the pre-democratic years working at community level.   • Human Settlements & Development Finance

    • The Funding Review of Housing Finance was part of the Turnaround Strategy for the where Yasmin was a specialist consultant within a PWC-led team. The Review focused on the “partnership/compact” between the communities needing shelter, government and the private sector/financial institutions. It required working with Shisaka DMS who were responsible for the DFI Review which was a parallel process. 

    • The work on the Urban Settlements Development Grant provided capacity support from National Treasury to the Department of Human Settlements to establish the Urban Settlements Development Grant – this is a municipal infrastructure and land development grant and Yasmin was involved in writing the policy and preparing the grant framework, as well as the frameworks for monitoring and evaluation, reporting and oversight, and finally the process for the assessment of the Built Environment Plans in respect of the grant.

  • Municipal & Public Finance

    • The work for the South African Local Government Association (SALGA) during the last quarter of 2010 involved preparing a Paper on Municipal Debt and Revenue Management for SALGA to present at the 2010 Budget Forum in early October 2010. The contract was via GTZ.

      In addition in 2010 Yasmin prepared a paper on a Methodology to Establish a Complete and Correct Rates and Services Database for Billing for SALGA Budget Week 2010/11. The work for Budget Week 2010/11 was the second part of a Revenue Management Programme after having done 2 other Revenue Management papers for the 2009/10 Budget week in the first quarter of 2010 (Revenue Management Framework; Establishing a Complete and Correct Customer Database).

      The work for South African Cities Network (SACN) was during the first quarter of 2011 when I completed a Guide on Municipal Financial Performance for SACN that was published in illustrated format in September 2011.
